No it is not. It is a pusher with paraglider engine and 800-1050 mm dia wooden prop.
A bit secret still since there are several players doing small float plane is this size class. This is just 60-65 kg empty. It features very sporty airfoil that I developed 2011 with ClMax of 2.15 and effectively with 3 degs aoa 1.6 . L/D is 187 at 1 mio re.
Is the " boom " section a twin tail or a fuselage with cockpit ? The outlining blue lines show a step under the wing but doesn't support a rear pusher engine and clear a prop out of water. Perhaps the front half of the aircraft is not shown.
